Adam Trupp

Adam Trupp has served as Chief Executive Officer of the Utah Association of Counties (UAC) since 2014. He began his work with UAC in 2006 as its General Counsel.  He graduated in 1992 from the University of Utah School of Law and worked for several years in private practice and as Attorney Guardian ad Litem in Utah’s Juvenile Court system. He spent 11 years working in the child welfare field as a lawyer and legislative advocate. He and his wife, Annie, have two children.

Brandy Grace
Chief Operating Officer

As Chief Operating Officer, Brandy wears many hats and has a wide range of responsibilities including overseeing all member programs. She joined the UAC staff in 2016 bringing a significant amount of government experience. After graduating with a business management degree from Snow College she went to work as a deputy auditor, beginning a government career that spanned 22 years. She served as the Millard County Auditor for 16 of those 22 years.  She has three children and enjoys a wide variety of outdoor activities.

Lincoln Shurtz
Director of Government Affairs

Lincoln joined the Association of Counties staff in September of 2014 after spending 14 years as the Director of Government Affairs for the Utah League of Cities. Specializing in the appropriations process, economic development, local government issues, and transportation, Lincoln was recognized by the Salt Lake Tribune as “one of the top lobbyists in Utah”. After four years of active duty service in the US Army as a tank commander, Lincoln attended the University of Utah where he earned a degree in Political Science and a second degree in Economics. He lives in Holladay, Utah.

Elizabeth F. Klc
Operations and Planning Coordinator

Elizabeth is a member of the UAC Legislative Team and has worked directly with the Utah Behavioral Healthcare Committee of the Utah Association of Counties (UAC) since 2013. Prior to that, she earned a Master’s in Public Administration at Brigham Young University, graduating in 2013.  Ever the Utahn, Klc loves to ski in the winter and the summer. She met her husband in SLC and with their son, they are always looking for another adventure and to eat good food.  She argues that her son likes ramen better than mac n’ cheese and when he learns to put sentences together, they will prove it.

Bryan Rodgers
Intergovernmental Relations Coordinator

Bryan was raised in South Jordan and graduated from Bingham High School. In 2009 Bryan graduated from the University of Utah with a Bachelor of Science Degree in Political Science. After graduation, Bryan was hired as the Southern Utah District Manager for the Associated General Contractors of Utah in St. George. Bryan, his wife Jessica and their three children genuinely enjoyed their time in beautiful Southern Utah for seven and a half years. Bryan was also nominated Chairman of Leadership Dixie, a notable leadership group in Washington County. Bryan performs legislative support for UAC and helps with various association needs. He is currently pursuing a master’s degree in Public Administration.


Mindy Deeter
Administrative Assistant

Mindy joined us in February 2018 bringing more than 10 years’ experience in office administration, project management, travel and event planning, and analytics.  Born and raised in Box Elder County, she has three children– two daughters and one avid baseball playing son. On most weekends   she can be found at a baseball field anywhere from Utah to Nevada, California and wherever else her son is playing. Her other interests include cooking, walking and running.  She has completed one marathon and 15 half marathons.

John Roake
Director of Communications and Outreach

Joining the UAC staff in 2018, John has a rich and extensive background in marketing and market communications and strategy. He was worked in both the for-profit and not-for profit arenas.  His experience includes working as a marketing strategy consultant for a well-respected consulting firm, working in marketing administration for such organizations as IASIS Healthcare, CMC, HCA and Ballet West.  He is also a certified sales trainer and a former instructor in public speaking and communications theory at Portland State University. He is a history buff and a certified SCUBA diver. He enjoys travel, hiking, reading and playing with his little granddaughter who he modestly claims is the cutest, smartest and most adorable grandchild in the universe.

Patrick Mullen
Opportunity Zone and Financial Incentives Director

As Opportunity Zone and Financial Incentives Director, Patrick, works to manage the State of Utah’s Opportunity Zone program in partnership with the Governor’s Office of Economic Development and Sorenson Impact at the University of Utah. Prior to this role, Patrick was the Executive Director of Impact Investing at Sorenson Impact where he worked on over $250mm of private investments, including with the Sorenson Impact Foundation where he worked to help build its portfolio across four continents and various philanthropic, debt, and equity structures. During his tenure at Sorenson, he was also a part of launching several new business units, including the firm’s pay-for-success practice with initial funding from President Obama’s White House Office of Social Innovation. Prior to Sorenson, Patrick was a Senior Associate with the University Venture Fund (UVF) and started his career as an Analyst with The Goldman Sachs Group, Inc. working in their Global Securities Division. Patrick graduated from Westminster College with a B.S. in Finance and was recognized with the Distinguished Alumni Award in 2017
